Response-COVID-19
Launch of an emergency project to respond to COVID-19 by implementing an adapted strategy that will maintain continuity of education in the country.
The first emergency activities to be implemented consist of:
- Creation of Avicenna centers for the production of digital content:
- in the institutions of the Ministry of Higher Education.
- in the institutions of the Ministry of National Education (Secondary, Primary, Technical and Non Formal)
- Distance training of teachers on pedagogical engineering of online course production:
- Arrangements must be made for this training to be via video-conference and for teachers participating from home.
- This training over 4 days of two modules (20h each), one module on the educational aspects (for all teachers) and the second one on the technical aspects (for the IT technical team who will provide technical support to teacher producers).
- Production of online courses
- After the training, teachers will be able to produce their online courses with the technical support provided by the technical team. The teachers could produce all their documents (Video, Power Point Presentations, other supports) at home.
- The technical team will assure the montage and uploading the online courses in the e-learning platform.
- DISTANCE training of tutors:
- Arrangements must be made for this training to be via video-conference and for teachers participating from home.
- This training session of 4 days (10h), one module on the educational aspects (for all teachers), which will focus on the use of the platform and the management of students in terms of teaching, follow-up and assessment.

Global project to be implemented:
The use of digital solutions becomes crucial for a concrete short-term response to COVID-19 and in the medium and long term by establishing a solution for a sustainable digital transition of higher education and national education. a country. The strategy has two phases:
Phase 1 :
- Maintain educational continuity during the Covid-19 crisis period involving all university and higher education teachers by reaching the greatest number of students and students across the country.
- Propose and implement a short-term and immediate educational and technical solution to be implemented for the distance training of university teachers on the pedagogical engineering of online course production and the launch of the production of priority courses relating to cycles of examination and concerning the last trimester of the academic year.
- The activities of this phase must be carried out even in the containment situation.
- Take the containment situation into account when carrying out the activities in this phase
Phase 2 :
Implement a medium and long term educational and technical solution to be implemented by the creation of the Avicenna Virtual Campus at the national level which will cover all universities and higher education and national education institutes in the country.

During this COVID-19 period, UNESCO is at the heart of an initiative for distance education. It is part of the National Project to Strengthen the Educational System at TCHAD 2020 -2023 and is implemented by the national network of Avicenna content production centers and training centers. It aims to contribute to the challenge of improving the quality of education by strengthening teacher training.
On May 13, 2020, UNESCO launched the portal for online courses open to teachers from Chad’s Ministry of Higher Education, Research and Innovation. The main objective of this four-day training is to build the capacity of the teaching team, on the pedagogical engineering of online courses. Of the 20 hours of lessons, 14 hours are devoted to lectures, the remaining 6 to practical work. It combines the main elements of taking charge of the theoretical and practical aspects of producing online courses, in accordance with UNESCO’s Avicenna pedagogical model of the production of educational capsules (sequences), with tutoring by integrating the monitoring of learners on a Learning Management System (LMS) learning platform.
“It is an ineffable privilege to recognize that faced with the Covid-19 pandemic and the restrictive measures which ensue from it, including the temporary closure of schools and universities and with a view to ensuring the continuity of teaching, the pedagogy of digital is positioned as a response to perpetuate with the good practices of Unesco “declared Mr. Khaled Salah, Director of the UNESCO Regional Multisectoral Office for Central Africa.
At the end of this producer training, the participating teacher-researchers must master the concepts and terminology of the UNESCO Avicenna pedagogical model, the various documents necessary for the implementation of this learning method and the concepts of quality assurance systems for producing online courses. In a perfect spirit of humility, sharing and conviviality, participants from several universities in the provinces attended the launch of this training which was led by Professor Mohammed Tahar MILOUDI, Coordinator of the Avicenna Virtual Campus network of UNESCO .
By officially launching virtual training for research teachers in Chad, the Minister of Higher Education, Research and Innovation Dr. David Houdeingar Ngarimaden congratulates UNESCO’s proposal to support Chad in setting up a national e-learning teaching system as solutions adapted to pedagogical continuity.
“This training, which aims to promote quality education in this new context, through the use of technological means, is an exceptional opportunity that forges change,” said Dr. David Houdeingar Ngarimaden.
The national network of Avicenna content production centers and training centers promotes capacity building to improve the quality of education using ICT at different levels of science, technology and innovation . The project aims to set up adequate local infrastructure and disseminate best practices and professional know-how within universities and targeted teacher training institutions, while meeting regional demand for online learning and training. distance learning.
As a reminder, UNESCO, as part of the World Coalition for Education, is already working with other Central African countries to build solid and long-term distance education systems and the UNESCO Regional Office , in Yaoundé, has just signed with the Economic Community of Central African States (ECCAS) a joint declaration on the response of the education sector to the COVID-19 crisis in the region.
